The Green Core System-Level Intelligent Telco Cloud Energy-Saving Solution is the product of collaboration between China Mobile Henan, China Mobile's Network Business Dept, and Huawei. At the China Cloud Network Conference 2025, Green Core scooped the 2024 China SDN/NFV/Network AI Best Application Innovation Award, which wasissued by the SDN/NFV/AI Industry Alliance of the China Communications Standards Association.

Amidst the swift progress of 5G-Advanced and AI technologies, operators have been expanding their data centers at considerable pace, in both scale and network traffic. These trends are propelling the growth of the communications industry, and inevitably lead to a rise in energy consumption. China Mobile, with a steadfast commitment to green, low-carbon, and energy-efficient development, actively pursues development pathways that emphasize low-carbon technologies. China Mobile is powering a green network transformation, and is making meaningful contributions to China's carbon peaking and carbon neutrality goals.
In pursuit of these goals, China Mobile Henan and Huawei have developed the Green Core System-Level Intelligent Telco Cloud Energy-Saving Solution. It harnesses AI in order to optimize hardware-software collaboration, which it does by using a layered architecture encompassing hardware, the Telco Cloud, and O&M. It significantly reduces network device energy consumption without compromising on performance.
Key Features of the Green Core Solution:
Hardware layer: Green Core offers intelligent frequency scaling, which includes host hibernation and frequency reduction. By using AI to monitor workloads in real time, it dynamically adjusts the CPU operating frequency. These frequency scaling methods allow a single server to achieve power savings of up to 20%.
Telco Cloud layer: This solution uses intelligent scheduling, defragmentation, and resource aggregation for the optimal scheduling of services and management components. With in-house algorithms, Green Core supports batch VM migration, freeing up idle computing power and reducing the fragmentation rate by about 20%. Before services are rolled out at the early stage of resource pool construction, the intent policy engine can be used to automatically power on and off servers, fulfilling the dual objectives of energy conservation and enhanced efficiency in service deployment.
O&M layer: Green Core uses broad visualization and digital twin monitoring to track energy consumption across tens of thousands of devices. This reduces the time to locate faults from hours to minutes, and lowers O&M costs by 30%.
After China Mobile Henan deployed this solution in a region in 2024, they reported a reduction in single-server power consumption of over 40 W as a result of frequency scaling, defragmentation, and intelligent power management. This is expected to save around 1.5 million kWh of electricity annually and reduce carbon emissions by 805 tons. This is equivalent to the environmental benefit of planting approximately 50,000 trees.
The Green Core solution represents a transformative approach to energy efficiency in telecom network operations, embodying a shift toward AI-driven energy savings. This award highlights the innovative technology and commitment to social responsibility of both China Mobile and Huawei.
