"Dual Gigabit" Network is to Achieve Coordinated Development

Recently, the Ministry of Industry and Information Technology issued the "Dual Gigabit" Network Coordinated Development Action Plan (2021-2023). According to the Notice, China plans to take three years to basically build a "Dual Gigabit" network infrastructure covering urban areas and qualified townships, and realize that fixed and mobile networks will generally have capabilities to achieve "Gigabit-to-Home".

It is estimated that by the end of 2021, the gigabit optical fiber network will reach the capacity to cover 200 million households, the scale of 10 gigabit passive optical network (10G-PON) and above ports will exceed 5 million, and the number of gigabit broadband subscribers will exceed 10 million. The 5G network will basically achieve coverage in areas above the county level and in some key villages and towns. More than 600,000 new 5G base stations will be constructed, and more than 20 gigabit cities will be built.

By the end of 2023, the gigabit optical fiber network will achieve the capacity to cover 400 million households, the scale of 10G-PON and above ports will exceed 10 million, and the number of gigabit broadband subscribers is expected to exceed 30 million. The 5G network will basically cover areas above the township level and key administrative villages. The "Double 100" goal will be realized: 100 gigabit cities will be built, and 100 gigabit industry virtual private network benchmark projects will be completed.
