China has Initially Established an Integrated Emergency Communication Network Spanning Air, Space, L

During the "2024 (9th) High-Level Forum on Emergency Communication Industry Development," Wang Jingli, Director of the Industry and Planning Research Department at the China Academy of Information and Communications Technology and Deputy Secretary-General of the Emergency Communication Industry Alliance, provided an interpretation of the "Emergency Communication Development Report (2023)."

The report indicates that in 2023, the Ministry of Industry and Information Technology successfully completed several major national event emergency communication support tasks with high quality. Throughout the year, they supported a total of 692 emergency incidents, deploying 760,000 emergency communication personnel, over 270,000 emergency communication vehicles, 200,000 generators, more than 9,800 satellite phones, and issuing over 5.2 billion warning messages.

During this process, China's emergency communication management continued to innovate and improve, initially establishing cross-departmental, cross-level, and cross-regional coordination and information-sharing mechanisms. Simultaneously, the emergency communication support plan system has been continuously improved and perfected.

In terms of emergency communication capabilities, the resilience of communication networks, intelligent command capabilities, and the level of specialized teams have significantly improved. Specifically, an initial integrated emergency communication network covering air, space, land, and sea has been established; an "intelligent brain" for emergency communication command has been preliminarily built to enhance command capabilities; and national emergency communication comprehensive exercises and skill competitions have been successfully held to enhance team levels.

Regarding the industrial ecosystem, emergency communication technologies and products have been fully expanded into the aerospace field, with breakthroughs in cross-domain emergency communication integration technologies such as 5G, drones, and satellite communication. The level of digital and intelligent equipment has significantly improved, and the emergency communication standard system and equipment testing capabilities are being accelerated.
