Recently, the State Council Information Office held a press conference to present the achievements in industrial and information technology development for 2025. Xie Cun, Spokesperson for the Ministry of Industry and Information Technology (MIIT) and Director General of the Department of Information and Communication Development, outlined the progress in China's information infrastructure construction.
Xie Cun stated that the principle of "moderately advanced construction" has been a key factor in China's successful information infrastructure development. Guided by this approach, China has established the world's largest and technologically leading information infrastructure network.
In the mobile network sector, China has cumulatively built 4.838 million 5G base stations, achieving 5G coverage in all townships and 95% of administrative villages. 5G-Advanced (5G-A) networks now cover over 330 cities. For fixed networks, the country has deployed 31.62 million 10G PON ports for gigabit optical networks, with two-thirds of prefecture-level cities meeting gigabit city standards. Pilot deployments of 10-gigabit optical networks have also begun in several cities. Regarding computing facilities, China has established 42 intelligent computing clusters with over 10,000 cards each. The nation's intelligent computing capacity exceeds 1,590 EFLOPS, ranking among the global leaders and providing strong support for the rapid growth of China's artificial intelligence industry.
"Building well is important, but using it effectively is equally crucial," emphasized Xie Cun. In recent years, China has adhered to the strategy of "integrating construction with application, using application to drive construction," comprehensively advancing the deep integration and application of information infrastructure. At the individual user level, 5G subscribers exceed 1.2 billion, accounting for 65.9% of total mobile phone users. In December 2025, the average monthly data usage per household reached 23 GB. Gigabit broadband users have reached 240 million, representing 34.5% of all broadband subscribers. In vertical industries, there are over 23,000 "5G + Industrial Internet" projects. New models and formats such as "lights-out factories," "unmanned mines," and "smart ports" are steadily growing, becoming key drivers for the transformation and upgrading of traditional industries.
Looking ahead, China will continue to steadily enhance its information and communication technology capabilities, following the evolutionary principle of "commercializing one generation while researching the next." Currently, China holds 42% of global 5G standard essential patent declarations. The research and development for 6G has completed its first phase of technology trials, resulting in a reserve of over 300 key technologies. The second phase of 6G technology trials has recently been initiated.
