Hong Kong to Accelerate AI Industrialization, Encouraging Universal Proficiency in AI

According to reports, Paul Chan, Financial Secretary of the Hong Kong Special Administrative Region (HKSAR) government, recently delivered the 2026/2027 Budget. He stated that Hong Kong is accelerating the promotion of AI industrialization and fostering deep integration of AI with various industries. He encourages the widespread application of AI, aiming to achieve "universal access and proficient use of AI by the public."

Chan introduced that, given the current rapid industrial transformation driven by AI applications, with new technologies, industries, and products emerging swiftly, he will establish and chair the "AI+ and Industrial Development Strategy Committee." This committee will formulate strategies and create favorable conditions for industry transformation and development led by AI. It will invite experts, scholars, enterprises, and park companies to participate, initially focusing on life and health sciences as well as embodied intelligence.

Currently, the "InnoHK Innovation Hong Kong R&D Platform" has funded a total of 16 laboratories focused on AI and robotics. The HKSAR government's HK$3 billion "AI Funding Scheme" has approved nearly 30 research projects, strengthening local AI research and application. Hong Kong is actively aligning with the national "AI+" initiative, driving "AI industrialization and industrial AI application" through practical use cases. The Hong Kong AI Research and Development Institute is scheduled to commence operations in the second half of 2026.
