C114 learned from the Shanghai Municipal Communications Administration that by the end of 2023, Shanghai had built a cumulative total of 92,000 5G base stations, accounting for 38.5% of mobile phone base stations in the city, ranking first in the country. The density of 5G base stations reached 14.5 per square kilometer, also ranking first in the country. The number of 5G base stations per ten thousand people reached 36.9, ranking third in the country.
Behind the booming development of the 5G industry in Shanghai and the digital economy driven by new infrastructure such as 5G, a favorable policy environment is essential. The Shanghai Municipal Communications Administration has launched action plans such as "Full Signal Shanghai" for upgrading the 5G network, "Sailing at Sea" for 5G applications, and "Embracing the Sea" for 5G network coverage and integration applications, under the strong guidance of the Ministry of Industry and Information Technology. It has also jointly released the "Implementation Opinions on Further Deepening the Co-Construction and Sharing of Telecommunication Infrastructure in the City to Promote the High-Quality Development of "Dual Gigabit" Networks" with 17 local departments.
At the same time, the Shanghai Municipal Communications Administration has also taken the lead in exploring the construction and management of comprehensive communication facilities in newly-built residential areas, covering both fixed and mobile communications. In conjunction with the promotion of the municipal government's livelihood projects, it has implemented mobile communication coverage projects in underground parking lots in residential areas. It has also guided the cooperation between the information and communication industry and the rail transit industry, focusing on subway tunnel scenarios, and pioneered the networking technology of "vehicle-mounted digital base stations + millimeter-wave high-speed backhaul". Pilot deployments have been carried out on operational subway lines, achieving positive results.
In terms of 5G integration applications, the Shanghai Municipal Communications Administration has also seen the emergence of many benchmark demonstration projects under its active exploration and promotion. At the finals of the 6th (2023) "Blooming Cup" 5G Application Solicitation Competition, Shanghai achieved three first prizes and one benchmark race gold prize, ranking second in the country in terms of the number of first prizes won. It also launched the country's first 5G connected car network standard.
The Shanghai Municipal Communications Administration stated that in the next step, it will continue to implement the requirements of the "Signal Upgrade" special action under the guidance of the Ministry of Industry and Information Technology.
