The State Council Information Office held a press conference this morning to brief the media on the preparations for the 9th Digital China Summit.
Liu Liehong, Director of the National Data Bureau, stated that this year marks the first year of the 15th Five-Year Plan period and is also designated as the year for unlocking the value of data elements. Going forward, the National Data Bureau will accelerate the establishment of a unified national data property rights registration system, expedite the introduction of policy documents for building a unified national data market, and promote the integrated development of foundational data systems and data infrastructure. The goal is to resolve the "impossible triangle" challenge of ensuring data security, compliance, and efficient circulation, thereby providing strong support for unlocking the value of data elements.
Liu noted that during the 14th Five-Year Plan period, the added value of core digital economy industries as a share of GDP rose from 7.8% in 2020 to over 10.5% in 2025, indicating that the core digital economy industries are playing an increasingly fundamental and pillar role in the national economy.
In 2026, the National Data Bureau will go all out to promote high-quality development of the digital economy. First, it will cultivate digital industry clusters in a tiered manner, leveraging these clusters as a comprehensive vehicle to shape the core competitiveness of the digital economy. This will facilitate cross-entity and cross-regional data circulation and utilization, and promote the deep integration of technological and industrial innovation. Second, it will foster and strengthen innovative enterprises in the digital economy. This year, the National Data Bureau, in collaboration with the National Development and Reform Commission and other relevant departments, will select a group of enterprises with strong innovation vitality and high growth potential to be included in a cultivation pool. Tailored policies will be implemented to meet the development needs of these enterprises, providing one-stop policy support in areas such as computing power, data, application scenarios, and financing. Third, it will advance the comprehensive digital transformation of cities, deepen the development of smart cities, and promote pilot projects for comprehensive urban digital transformation. Efforts will accelerate the use of digital technologies to enhance the quality, value, and efficiency of the manufacturing industry, with support for the establishment of digital transformation enablement platforms. These platforms aim to create a digital transformation ecosystem that connects supply and demand, ensures collaboration across the entire industrial chain, and is driven by value creation.
