Shanghai's Telecom Sector Invests RMB 1.31 Billion in 5G in Jan-Nov 2025

Shanghai Administration of Communication has released telecom industry data for the first 11 months of 2025.

Data shows that from January to November 2025, Shanghai's total telecom business revenue reached RMB 65.42 billion, a year-on-year decrease of 0.8% and lower than the national average growth rate of 0.9%. Telecom business volume, calculated at constant prices of the previous year, stood at RMB 59.74 billion, up 7.2% year-on-year but lagging behind the national average of 9.1%. The total profit of the telecom sector hit RMB 10.67 billion, representing a 4.7% year-on-year increase.

In the Jan-Nov period, the city's total fixed-asset investment in the telecom industry amounted to RMB 8.52 billion, a year-on-year drop of 24.0%. Of this total, 5G-related investment reached RMB 1.31 billion, accounting for 15.4% of the industry's overall investment.

In terms of revenue composition, traditional telecom services showed lackluster performance, with mobile data traffic revenue continuing to decline. From January to November, basic telecom operators in Shanghai recorded RMB 15.01 billion in mobile data traffic revenue, a year-on-year decrease of 8.6%, which made up 22.7% of the total telecom business revenue.
Emerging business revenue in the first 11 months reached RMB 28.63 billion, a year-on-year increase of 6.1% and accounting for 43.8% of total telecom revenue. Among emerging segments, cloud computing revenue grew 7.8% year-on-year, big data business revenue fell 16.9%, data center business revenue rose 12.7%, and Internet of Things (IoT) business revenue increased 3.4%.

Excluding revenue from traditional services such as broadband, data traffic, voice calls and short messages, non-traditional business revenue of Shanghai's telecom sector reached RMB 34.51 billion in Jan-Nov, accounting for 52.8% of total telecom revenue and ranking first in the country.

On the user front, as of the end of November, the number of mobile phone users among basic telecom operators in Shanghai stood at 47.499 million, a year-on-year decrease of 1.1% and a net reduction of 5.37 million from the end of the previous year. The mobile phone penetration rate reached 191.8 units per 100 people, ranking first nationwide. Specifically, 4G mobile phone users numbered 16.72 million, a year-on-year decrease of 15.8% and a net drop of 33.12 million from the end of last year; 5G mobile phone users hit 26.132 million, a year-on-year increase of 13.5% and a net addition of 3.179 million from the end of the previous year. 5G mobile phone users accounted for 55.0% of the total mobile phone users, with a 5G user penetration rate of 105.5 units per 100 people, ranking second in the country.

The total number of fixed broadband Internet access users reached 13.628 million, a year-on-year increase of 5.0% and a net addition of 6.22 million from the end of last year. Among them, fiber-to-the-home/office (FTTH/O) users totalled 13.066 million, accounting for 95.9% of all fixed broadband users; users with access speeds of 1000Mbps and above reached 4.116 million, making up 30.2% of the total.

In terms of communication capacity, as of the end of November, basic telecom operators in Shanghai had built a total of 116,000 5G base stations. The proportion of 5G base stations in the total number of mobile phone base stations reached 44.1%, ranking first in the country. The 5G base station density stood at 18.3 per square kilometer, also ranking first nationwide. The number of 5G base stations per 10,000 people reached 46.9, ranking second in the country. The total number of Internet broadband access ports in the city reached 28.423 million, a year-on-year increase of 2.3%. The number of 10G PON ports capable of providing gigabit network services reached 646,000.
