To normalize necessary personal information collected by Apps, ensure the security of citizens' personal information, the Cyberspace Administration of China (CAC) has studied and drafted the Scope of Necessary Personal Information Collected by Common Apps-Exposure Draft, to seek public opinion.
The Exposure Draft shows that the necessary personal information collected by map navigation Apps is positional information; that by ride-hailing Apps includes the mobile phone number of the registered user or other true identity information, and the origin, destination, location, and the track of the passenger; that by instant messaging Apps contains the mobile phone number of the registered user or other true identity information, and account information: the account and contact list.
According to the document, necessary personal information refers to those essential for the normal operation of the basic functions of the App, without which the App will be unable to provide basic functional services. As long as the user agrees to the App collecting the necessary personal information, the user must not be refused to install and use the App.
