China Unicom: 60% MVNOs Users Are Active for Less Than a Year

At the 2018 Mobile Resale Services Global Development Summit held on January 25, the general manager of China Unicom Regulatory Department Zhou Renjie made a speech, since the launch of mobile resale services pilot announcement in 2013 and the opening of mobile resale services in May, 2014, China Unicom has made excellent achievements through its efforts with the industry partners, the MVNOs users exceeded 40 million by September 2017. Driven by China Unicom, the ratio of MVNOs users out of whole mobile users increased from 0.2% in 2014 to 4.4% in 2017.

"It took US 12 years to develop 38 million MVNOs users, while we developed 60 million users within around 4 years, although it’s less than 80 million users in Europe, given the large number of European countries, China is the largest MVNOs in the world market in terms of the single country market", Zhou Renjie said.

However, despite the achievements, there are still many problems, such as wholesale of SIM card numbers, insufficient attention to service innovation, lack of sustained development motivation, poor implementation of phone number certification, frequent occurrence of spam messages and phone scams. This also leads to a high loss rate of MVNOs users, with 60% users’ active period being less than a year.
